Yep!
Page 6 of the rulebook contains the rules for chapter setup. At the beginning of each chapter, players must reset the play area, which includes resetting the Shilling pool back to 15 Shillings.
If you don't do this step, Scrooge will be having a humbug day indeed!
Do I lose the game if the Spirit deck runs out of cards?
No, not necessarily.
When the Spirit deck becomes depleted, you will not reshuffle & replenish the deck until the beginning of the next chapter. However, you may still continue to play with a depleted Spirit deck as long as you have Spirit cards in hand amongst the players that are required to complete all Shadow Scene cards.
If, however, you determine that you do not have enough of the required cards to complete all Shadow Scenes in hand and you cannot draw more due to a depleted Spirit deck, you must forfeit the game as a loss rather than continuing to play with no hope of winning.
